I refer to your latter of January 13, 1954,
concerning the proposed paper outlining the history
of Tripartita oo-operation in tbe field of otomlo
energy.

I am enclosing for your inforcation a oopy
of latter Ho. 1495 of August 19, 1954, froa tha Canadian
Embassy in tashington, transmitting for our comments
the first draft of the paper whieb was prepared by
the U.S. authorities, and a aopy of our letter So.
P~ltt-f£ of today*s date to the Embassy asking them to
give oar ©omenta to the U. 3. authorities. These
oomaanto were prepared in consultation with Dr.
Mackenzie and i'x. Bennett.
Tou will note that, in accordance *ith the
views expressed in your letter under referenoo, we are
taking the position that the Canadian Government
favours the publication of the history, but does not
insist on it. However, if the history is to be
published, ww do insist that this should be done on
a tripartite basis, (tea previously obtained the
agreement of the U.K. and U.S. authorities that Canada
should be one of the sponsors of the history if and
When it was released.)
If it is decided to publish the paper, I
shall let you know in advanoa of the date of publication.
