ff

Please see the attached telegram from
Eaahinjtjton, iienoranduia to the Prime Llnister and
memorandum to kr. Smith, re an invitation Canada
has receivea to become the tnird member, v/ith the
United states and the United Kingdom, of a specisl
Technical Committee on co-operation in the Htomlc
energy field. Our first inicling of this invitation
came lost night when the bnited States yabassador
and the noting bnited Kingdom High Commissioner
called on Lr. Smith*
Both the /.ECB and NRG ehould obviously
be informed of this development, but we are uncertain
whether they need be consulted re interim representation, particularly in view of the importance of
securing an immediate !ilnisterial decision as to
representation at the meeting on pecember 3. Presumably the nature of permanent Canadian representation can only be decided after we know the
results of the first' meeting.
