Talks quorumles

NDP still anti-ABM
The New Democratic Party's federal council yesterday
ended its first meeting in
Quebec when it lost the
necessary quorum as Party
Leader T. C. Douglas spoke
against the U.S. anti-ballistic
missile system.
,
' Despite the lack of a
quorum, &gt;the council adopted a
resolution describing the proposed ABM bases in North
Dakota and Montana as "a
threat to world peace as well
as a particular danger to
Canada."
The council, governing body
of the NDP between conventions, also condemned the
Montreal firm of Canadian
Vickers as "irresponsible for
its announced shutdown of its
Montreal shipbuilding operation. The resolution asked rae
federal government to investigate "the use of public funds
by Canadian Vickers."
More than 100 delegates
from 10 provinces attended
the three-day session here to
debate policy resolutions and
lay the groundwork for the
NDP's next biennial" convention Oct. 26-31 in Winnipeg.
The council adopted resolutions calfejft^ee*, emergency
federal payments to western

grain farmers and reaffirming
•the party's support for bilingualism in Canada. Another
resolution condemned t h e
present Greek regime.
But delegates were unable
to agree on a resolution on the
Vietnam war, and policy
papers on urban problems and
w o r k e r s ' participation in
democracy w e r e referred
back to committees.
The resolution condemning
the present government of
Greece and Canada's recognition of it was presented by
John Harney, secretary of the
NDP, who said "thousands
•and thousands of people are
still incarcerated and brutalized" in Greece;
It was adopted after James
Renwick of Toronto, NDP
national president and member of the Ontario legislature,
described Canada's relations
with the present Greek government as "obscene" and
"something that cannot be
tolerated."
Emergency federal aid to
western farmers was recommended after Alf Gleave, MP
for Saskatoon-Biggar, told
delegates that prairie grain
farmers "just don't have
enough money to oggraje^gnd
to live.''
