OTTAWA — The Canadian
Government is against antiballistic missile systems but
has no power to stop their development, Prime Minister
Pierre Trudeau said yesterday.
Under prodding ln the Commons from Opposition. Leader
Robert Stanfield and New
Democratic Party Leader T.
C. Douglas, Mr. Trudeau
came out with his strongest
anti-ABM statement to date.
But he stressed that he was
expressing only a moral position and plans no immediate

"If the Canadian Govern-,
ment had power to make dec!sions in this area i think we
would suggest that the ABM
system should not be proceeded with," Mr. Trudeau
said.
"But we should also have to
make a decision to see that
the Soviets do not escalate
their arms and to see that
they do not build an ABM system around Moscow.
"But our writ does not extend to the United States or
the Soviet Union. Really, the
House is asking me to state a
moral position. Our position is
that the Government hopes
that no escalation will be embarked on by either side."
Mr. Douglas asked him if
Canada is making any representations to the United Statea
