DISTRIBUTION

The Labour Party newspaper Arbeiderbladet on
March 26 carried an editorial calling on the Soviet Union
and the United States to open urgent negotiations to stop
the nuclear anas race. Brief extracts of this editorial
are set out below as there is some mention of this subject
in the context of our Prime,Minister*s visit to Washington.

President Nixon has taken his first important
decision since he moved into the White House. He
has decided to order deployment of a "modified"
ABM-system. In the United States this decision will
result in a political storm with Senator Edward
Kennedy heading the opposition*

Nixonfs decision, involving bases in Montana
and North Dakota, is casting a shadow over the.

current visit of the Canadian Prime'Minister,
Mr. Pierre Trudeau. The Canadians are worried.
The ABM rockets might be destroying attacking
••• missiles over Canadian territory. •

It is, however, not only the Canadians and
Americans who have reason to be worried. Nixon's
decision can contribute to a worsening of the
international political atmosphere as,well#
