ENCLOSURES
Annexes

I n reading th e memorandum under reference i t occurred t o me
t h a t Mr, Nutt has become somewhat confused as t o what c o n s t i t u t e s an ABM*

DISTRIBUTION

2.
An ABM by d e f i n i t i o n i s an a n t i - m i s s i l e m i s s i l e , not an
a n t i - a i r c r a f t missile*
3.
l_r. Nutt makes t h i s d i s t i n c t i o n himself when he s t a t e s t h a t the ABM
would require different warheads, depending on i t s t a r g e t — t h a t i s , i t would
use a li-megaton warhead against an ICBM and a 10-kiloton against an a i r d r a f t .
The same missile would not have two warheads, r a t h e r there would be two
missiles each with a different warhead. The missile with t h e smaller warhead
would in effect be a s u r f a c e - t o - a i r missile (SAM) and would function j u s t
as a BOMARC would. Since SAMs are already under HORAD's command t h e r e wculd
appear t o be nothing new i n t h i s l a t e s t suggestion*
