The question of the preservation of a strategic nuclear balance
between the two super powers has been of great Interest to the Department of National Defence for some tine beoause of its relevance to a
number of military problems. In particular it is very relevant to the
current studies being done on aerospace defence* It is agreed that
although any talks on the limitation of strategic arms vill, at least
initially, be between the two super powers, any studies ve conduct will
be of Immense value in Interpreting the various strategic moves being
carried out by the USA and USSR and examining the Implications for
Canada.

The proposals you make are therefore welcomed and close
collaboration with the Department of External Affairs will be most
helpful. Unfortunately Dr. Lindsey Is away until approximately midOctober; however, in the meantime it vould be appreciated if the
appropriate offices of your Department would contact Hr* 0. D. Kaye of
our Operational Research staff who has been responsible for a large
part of the work in this field.
