This controversy has revealed itself in contradictory assertions in the Soviet press - condemnations of the USA decision to produce and deploy, but also argumentation for the need for Soviet deployment. On balance, however, it would appear that the opponents have the edge and that at the most, the proponents can hope only for a very limited (in scope and (effectiveness) deployment against the Chinese missile threat over the next few_y:ears.. While this makes as good political and poor strategic sense as it does for the USA, it will presumably serve to mollify the Soviet proponents inasmuch as it will represent an investment in general deployment, should the decision ever be taken. Of particular interest to us, incidentally, Prof. Emelyangv_has apparently been pressing for ABM talks with the Americans. 2.
