DISARMAMENT:2UCKERMANS VISIT TO MCOW
WE UNDERSTAND FROM HOPE-JONES OF FO THAT ZUCKERMAN HAD A RATHER
UNPRODUCTIVE VISIT TO MCOW.HE WAS UNA3LE TO GET ANYWHERE WITH
MENSHILIKOV WHOM HE HAD PREVIOUSLY MANAGED TO OBTAIN SOME
PROGRESS WITH IN DISCUSSION OF TECHNICAL ASPECTS OF CTB.
2.HOPE-JONES REFERRED TO SOME POSSI3LE USA-UK-USSR

DISCUSSIONS

ON SEISMIC DATA AND ON-SITE ASPECTS OF CTB UNDER AEGIS OF
INSTITUTUE HEADED BY NEILD IN STKHM OR OSLO.HE ASSUMED THAT WE
WOULD KNOW SOMETHING ABOUT THESE DISCUSSIONS SO THAT WE DID NOT/
NOT DELVE FURTHER TO REVEAL OUR IGNORANCE OF WHAT HE WAS TALKING
ABOUT.HE COMMENTED THAT GIVEN USA RELUCTANCE ABOUT CTB HE COULD
NOT/NOT UNDERSTAND WHY USA HAD AGREED TO JOIN THESE TECHNICAL
DISCUSSIONS. ON OTHER HAND GIVEN USSR DISLIKE OF ON-SITE DETECTORS
IT WAS LOGICAL FOR USSR TO JOIN IN SEISMIC DATA DISCUSSION.
3.HOPE-JONES THEN REVEALED THAT A SCIENTIFIC TEAM OF 7 USA
OFFICIALS HEADED BY A GERALD WEISNER HAD 3EEN IN MCOW SEVERAL
WEEKS AGO TO DISCUSS LIMITATION OF ABMS.HE THOUGHT THIS WAS A
HOPEFUL SIGN FOR CTB WHICH DESPITE DIFFICULTIES IT WOULD FACE
SHOULD BE LOGICAL NEXT STEP IN DISARMAMENT FIELD AFTER NPT.WE

PAGE TWO 583 CONFD CDN EYES ONLY
MENTIONED CASUALLY IDEA OF SOMETHING BEING DONE IN FIELD OF
PEACEFUL NUCLEAR EXPLOSION SVCS.HOPE-JONES OBSERVED THERE WAS
DIRECT LINK 3ETWEEN NPT, PEACEFUL EXPLOSION SVCS AND CTB.
4.HOPE-JONES ADDED THAT ONE WORRY BRITS HAVE I S THAT NPT AS NOW
DRAFTED WOULD NOT/NOT ALLOW UK AS NUCLEAR POWER TO OBTAIN
PEACEFUL NUCLEAR SVCS AT COST PRICE FROM USA.MULLEY CONSIDERS UK
SHOULD TRY TO OBTAIN SPECIAL AMENDT TO NPT TO COVER UK POSITION.
HOPE-JONES BELIEVES IT WOULD BE BETTER FOR UK TO NEGOTIATE AGREEMENT
DIRECT WITH USA TO COVER SPECIAL UK CIRCUMSTANCES.THIS DIFFERENCE
OF OPINION HAS NOT/NOT BEEN RESOLVED ALTHOUGH HOPE-JONES I S
CONSIDERING WARNING USA A30UT POSSIBLE UK DESIRE FOR AMENDT
TO NPT WITH HOPE THAT USA MIGHT SUGGEST INSTEAD THAT USA AND UK
ENTER INTO A BILATERAL AGREEMENT WHEN NPT COMES INTO FORCE.
