ACCORDING TO U.S. SECRETARY OF DEFENSE,ROBERT MCNAMARA. THE SECRETARY SATD HERE SEPT. 27 THAT SINCE THE APRIL MEETING, AND PARTICULARLY DURING THE LAST TWO OR THREE WEEKS, THE SUBJECT HAS BEEN DISCUSSED IN NATO COUNCIL MEETINGS. "BEYOND THAT," HE SAID, "WE HAVE INFORMED EACH OF OUR NATO ALLIES OF OUR VIEWS AND OF THE REASONS LYING BEHIND THE DECISIONS THAT WE' ARE PRESENTLY TAKING." MR. MCNAMARA MADE THE STATEMENTS AT A BRIEF ARRIVAL PRESS CONFERENCE, REFUTING RECENT PRESS SPECULATION THAT THE ANNOUNCEMENT OF U.S. PLANS TO BUILD AN ANT I-BALL I ST ICS SYSTEM HAD BEEN A SURPRISE TO OTHER NATO MEMBERS. IN-HIS REMARKS, THE DEFENSE SECRETARY STRESSED THAT THE NPG MEETING "PROVIDES A FORUM FOR THE NON-NUCLEAR POWERS IN NATO TO PARTICIPATE IN THE PLANNING OF NUCLEAR OPERATIONS, THE DETERMINATION OF FORCE REQUIREMENTS, THE DEVELOPMENT OF PLANS FOR THE USE OF NUCLEAR WEAPONS AND QUESTIONS RELATING TO CONTROL OF THOSE WEAPONS." ACCOMPANYING MR. MCNAMARA ARE HARLAN CLEVELAND, U.S. PERMANENT REPRESENTATIVE TO NATO; LT. GEN. GEORGE S. BROWN, ASSISTANT TO THE CHAIRMAN OF THE U.S. JOINT CHIEFS OF STAFF; AND PAUL C. WARNKE, ASSISTANT SECRETARY OF DEFENSE FOR INTERNATIONAL SECURITY AFFAIRS. IN REPLY TO NEWSMEN'S QUESTIONS, MR. MCNAMARA SAID HE UNDERSTOOD ONE OF THE SUBJECTS TO BE DISCUSSED IN ANKARA WAS THE POSSIBILITY OF A EUROPEAN ABM SYSTEM. THE SECRETARY STRESSED, HOWEVER, THAT "THE ANT I-BALL I STIC MISSILE SYSTEM OF THE UNITED STATES HAS NO RELATIONSHIP WHATSOEVER TO NATO." THE U.S. SYSTEM, HE SAID, "IS ORIENTED TOWARD THE CHINESE THREAT THAT MAY DEVELOP IN THE 1970'S AND IS COMPLETELY UNRELATED TO THE THREAT FROM THE SOVIET UNION WHICH, OF COURSE, IS THE THREAT THAT NATO IS CONSCIOUS OF AND IS DIRECTING ITS ENERGIES TOWARD." HE CAUTIONED NEWSMEN THAT THEY MUST REALIZE THE AMERICAN ABM SYSTEM "DOES NOT PROTECT EITHER THE UNITED STATES OR THE WESTERN EUROPEAN NATIONS, INCLUDING GREECE AND TURKEY, THE SOUTHERN FLANK OF WESTERN EUROPE, FROM POTENTIAL SOVIET ATTACK. LET ME EMPHASIZE THAT THERE IS A DIFFERENCE IN OUR CAPABILITY TO PROTECT AGAINST A SMALL NUCLEAR THREAT SUCH AS THE RED CHINESE WILL POSSESS IN THE MID 1970»S, AND OUR ABILITY TO PROTECT AGAINST A LARGE NUCLEAR THREAT, SUCH AS THE SOVIETS AND NATO POSSESS TODAY. IT IS NOT TECHNICALLY POSSIBLE TO DEVELOP A DEFENSE AGAINST A LARGE NUCLEAR ATTACK. "NEITHER THE SOVIETS NOR WE POSSESS THAT CAPABILITY," HE CONTINUED. "IT IS POSSIBLE TO DEVELOP A DEFENSE AGAINST A SMALL OFFENSIVE THREAT SUCH AS THE CHINESE WILL POSSESS BETWEEN THE MID 70'S AND THE MID 8o'S, AND IT IS TO PROVIDE THAT PROTECTION THAT WE ARE UNDERTAKING OUR ANTI-BALL 1ST IC MISSILE DEFENSE."
