2. At one point in the hearing Senator Fe?'guson
(R-Mich.) asked Mr. Dulles how many allies
of· the United
States had expressed concern publicly over the new United
States defence strategy.
Mr. Dulles replied that to
the best of his knowledge~ none had.
Since reference
had
been made earlier
in the hearing to 70ur statemen.t,
Dulles want on to say that in private
converseticns
vhich
you had v1th him last veek, you had indicated
your
surprise
that the press had regarded your statement as
critical
of United States defence policies
and that you
had assured him that you had not intended that your
remarks should be taken as criticism
of United States
policy.
Senator Ferguson said that he had been equally
surprised
at the 1X>neof the press reports.
He thought
that you had simply indicated
the basic t~uth that
nobody could declare var for Canada, a situation
which
he hoped would hold true for the United States as ~ell.
In a. fleeting
reference
to Canada's historical
background,
Fe:rguson suggested that Canada had always baen "jealous
of its position
in the British
Empire" and had historically
insisted
that it have the right to make up its own mind
as to whether it would act 1n an instance where a United
K1ngc:1om
declaration
of war vas made. Dulles said. that
he thought that you had been simply expressing
tb.e proper
concern or a responsible
~1n1ster of the Canadian Government. that Canada's action in any particular
circumstance
should not bs taken for granted, oither by the UrLited.

In an earlier
exchange with Senator
(R-N.J.)
on the question
of consultation
of the United Sta.tea., Dulles said that
with
Smith
the allies
he had assured you
in private conversation
that consultation
by the United
States with its allies
was basic to the United States
capacity to retaliate
against an aggressor.
He we.nt on
to say that the new strategy
of the United States had
been thoroughly discussed at last December's meeting of
the NATOCouncil.
