United States-USS&amp;ETalks on Arms Limitation
Itfhen he vras briefing Mr. Hellyer on United
States intentions regarding the production of ABMs to
counter the Chinese missile threat, Mr. McNamara made
a &lt;few remarks of interest on the contacts which the
United States authorities have.had with the Russians.
Mr. McNamara vras quite frank in saying that there had
been no progress whatever in persuading the Russians to
begin the proposed talks. He thought that Vietnam was
the main reason for this. The President and Mr.
McNamara had pressed Mr. Kosygin very hard at Glassboro,
but had got nowhere. Another approach would be made to
the Russians this week, but it seemed clear from the
flow of Mr. McNamara's remarks that.the United States
Administration had given up the effort to use the prospective talks withtfe Soviet Union as a lever to help
withstand domestic political pressure for a start on
ABM production. Mr. McNamara*s attitude towards this
was one of evident regret,- but equally of pragmatic
acceptance of a political fact.* Nevertheless, he said
that it was almost a certainty that talks with the
Soviet authorities would take place at some point.
Whether this xrouid be in a month, or a year, or two
years, he could not now guess. Certainly the Russians
appeared to be "very defensive" at the moment.
