President Johnson expressed the hope that a new stage in th* nuclear arms race could be avoided by means of an agreement between the USA and USSR to limit the deployment of anti-missile defences. Hoting that the USSR had begun to place such a defencerear Moscow, President Johnson stressed that both countries had a duty to slow down the conventional and nuclear anas races* adding that "any additional race would impose on our peoples, and on all mankind, an additional waste of resources with no gain in security to either side." Further, any such agreement arrived at might also include a "free-asP on all strategic nuclear delivery vehicles. 2, As a follow-up, the newly-appointed American Ambassador to the Soviet Union, Llewellyn Thompson, during the presentation of his credentials, delivered a letter from President Johnson expressing a desire for agreement on a w limitations. The Soviets received these offers favourably, and while there seemed to be agreement to talk, it was not clear precisely what would be talked about. 3. President Johnson received a reply to his letter from Chairman Kosygin early in Mareh, confirming the willingness of the Soviet Government to discuss means of limiting the arms race in offensive and defensive nuclear missiles. However, this information was revealed to the American Press without the prior knowledge of Kosygin, and the possibility of a first meeting between Thompson and Gromyko was delayed for more than a month. These two did meet in mid-April, but no progress was reported. Regular, discreet enquiries of the Russians were made in both Moscow and Washington during Kay and June, but they met with little success. The Americans tried again during the Johnson-Kosygln Meetings in late June, asking the USSR to name the tlae and place, but received no reply. As the ssatter now stands, the USA has made it known ^through Secretary of State Rusk's News Conference of July 20/that it is still interested in discussing offensive and defensive missiles whenever the USSR would like the talks to begin. . . .2 Ext. 407D/BII. For their part the Americans are putting off a final decision on the deployment of ABM*s until all avenues of agreement with the Soviets have been exhausted. 5. For its part, Canada has maintained close contact with the Americans on this matter, especially in view of our NORAD commitments.
