DID NOT RPT NOT KNOW WHAT MR HEALEY WAS PLANNING TO SAY.
HE PRESUMED THERE WOULD BE A REVIEW OF POINTS AGREED AT LDN MTG
WHICH MIGHT LEAD TO A DISCUSSION OF CONCEPT OF TACTICAL NUCLEAR
WEAPONS AS A TRIP WIRE.NO RPT NO BRIT PAPER IS BEING PRODUCED ON
THIS SUBJECT BUT WE GATHER ITALIANS HAVE PRODUCED A PAPER COMM^-1
TING ON LDN MTG AGREEMENTS AND SUGGESTING OR IMPLYING THAT IN CERTAIN
CIRCUMSTANCES DEPLOYMENT OF TACTICAL NUCLEAR WEAPONS IN DEPTH
LOOKING TO THEIR EMPLOYMENT IN A SITUATION SHORT OF GENERAL WAR
MIGHT BE CONTEMPLATED. COLL INS THOUGHT IT POSSIBLE THAT THIS
MIGHT LEAD TO A FURTHER STUDY OF CIRCUMSTANCES IN WHICH TACTICAL
NUCLEAR WEAPONS MIGHT BE USED EITHER AS A SEPARATE STUDY OR AS
PART OF ONE OR MORE STUDIES THAT WOULD BE GENERATED BY DISCUSSION
OF TURKISH PROPOSAL ON ADMSCSEE REFTEL).
4 . I N REPLY TO OUR QUESTIONS COLLINS SAID IT WAS CONCEIVABLE
THAT GERMANS MIGHT PROPOSE A STUDY OF USE OF ADMS EITHER IN CONJUNCTION WITH A STUDY OF THEIR USE ON SOUTHEAST FLANK OR
IN CONJUNCTION WITH A STUDY OF HOST COUNTRY PROBLEMS. THE RE HAD
HE SAID BEEN A HINT REPORTED 3Y USA NATO DEL THAT GERMANS
MIGHT BE CONTEMPLATING LATTER. HOWEVER THERE WAS AT THIS POINT
NO RPT SOT HARD INFO ON WHAT GERMANS WOULD BE SUGGESTING AT NPG
MTG.HE MENTIONED INCIDENTALLY THAT THERE HAD BEEN BILATERAL USAGERMAN STUDIES OF USE OF ADMS IN GERMANY AS A CONSEQUENCE OF
WHICH BECAUSE OF TOPOGRAPHY AND POPULATION DENSITY OF NORTH GERMAN
PLAIN HE UNDERSTOOD GERMAN GOVT WAS A GOOD DEAL LESS THAN ENTHUSIASTIC ABOUT THEIR EMPLOYMENT FOR PURPOSES OF CREATING A
DEFENSIVE BARRIER.
