LOUDLY THAN WAS NECESSARY TO IMPRESS RUSSIANS*SUCH DRUM BEATING
GAVE USEFUL LEVER TO SOVIET MILITARY WHO PROBABLY USED IT TO
HELP OBTAIN SOVIET ABM DEPLOYMENT.TOON SPECULATED ALSO THAT IN
DEMANDING ABM DEPLOYMENT SOVIET MILITARY MIGHT BE EXACTING QUOTE
PRICE UNQUOTE FOR NEUTRALITY WHICH THEY HAD OBSERVED AT TIME

TO RECKON WITH IMPATIENCE IN CONGRESS. REPORT OF SENATE ARMED SERVICES
CTTEE RELEASED MAR20 CN ARMED SERVICES APPROPRIATIONS BILL HAS
FOLLOWING TO SAY ON ABM DEPLOYMENT*QUOTE CTTEE HOPES NEGOTIATIONS
WITH SOVIET UNION ON ANTIBALLISTIC MISSILE DEPLOYMENTS WILL RESULT
IN AN AGREEMENT THAT FULLY PROTECTS SECURITY INTERESTS OF USA.
CTTEE CONSIDERS THAT IT WOULD BE UNWISE TO PERMIT THESE NEGOTIATIONS
TO BE EXTENDED INTERMINABLY HOWEVER AND IF SUCH AN AGREEMENT CANNOT
RPT NOT 3£ CONCLUDED WITHIN A REASONABLE PERIOD CTTEE STRONGLY
BELIEVES USA SHOULD BEGIN PROCUREMENT FOR DEPLOYMENT OF AN ANTIBALLISTIC MISSILE DEFENSE SYSTEM.CTTEE I S AWARE THAT AN AGREEMENT
WITH SOVIET UNION NOT RPT NOT TO DEPLOY AN ABM SYSTEM COULD LEAVE
US UNPROTECTED AGAINST THREAT POSED BY A CHINESE COMMUNIST ATTACK
AN ACCIDENTAL FIRING OR BOTH. IN VIEW OF CTTEE OUR NEGOTIATIONS
WITH SOVIET UNION SHOULD INCLUDE CONSIDERATION OF DESIRABILITY OF
OUR DEPLO/ING A QUOTE THIN UN3UOTE ABM DEFENSE AGAINST SUCH
THREATS OR THOSE THAT MIGHT BE POSED BY FUTURE NUCLEAR POWERS.UNQUOTE.
