OF DISCUSSIONS BY DISARMAMENT EXPERTS AT THEIR LAST MTG.
3.IF DUTCH SUGGESTION WERE FOLLOWED STREET FORESAW DANGER THAT
COUNCIL MIGHT SPLIT BETWEEN PRO AND ANTI EUROPEAN ABM ADVOCATES.
SUCH RESULT WOULD BE PARTICULARLY UNFORTUNATE AT THIS TIME IN VIEW
OF DIFFERENCES WHICH ALREADY EXIST OVER NON-PROLIFERATION TREATY.
STREET EXPECTED THAT USA WOULD BE FIRMLY AGAINST DUTCH PROPOSAL
IN LIGHT OF GOOD POSSIBILITY THAT USSR-USA DISCUSSIONS ON THIS
WOULD BEGIN SOON.IT SEEMED TO HIM THAT IT WOULD BE BETTER TO
WAIT UNTIL RESULTS OF USSR-USA TALKS ARE KNOWN BEFORE COUNCIL
CONSIDERS THIS MATTER.
