WITH AN OUTLINE OF ALL THE PROBLEMS INVOLVED IN ABM FIELD.NETHERLANDS
REP NOTED THAT A3M PROBLEM WAS MORE THAN ONLY MILITARY,POLITICAL;
FINANCIAL OR TECHNICAL AND BELIEVED THAT NO RPT NO USEFUL WORK
COULD BE DONE IN PAC MTG UNLESS COUNCIL WAS FIRST PROVIDED WITH
BROAD BRIEFING ON GENERAL POLICY CONSIDERATIONS.
2.USA AND OTHER REPS,PREVIOUSLY UNAWARE OF DUTCH IDEA,WERE
WITHOUT INSTRUCTIONS BUT USA REP UNDERTOOK TO CONSULT HIS
AUTHORITIES.DURING DISCUSSION SEVERAL POSSIBILITIES FOR TIMING
OF BRIEFING FOR COUNCIL WERE MENTIONED BUT IT WAS GENERALLY ACCEPTED
THAT THIS WOULD BE LEFT UP TO USA AUTHORITIES.LATTER WILL BE ASKED
TO CONSIDER POSSIBLE BRIEFING OF COUNCIL EITHER BEFORE DURING OR
AFTER PAC MTG WITH DISARM EXPERTS.SPECIAL ATTN WILL BE PAID TO
