affect the work of this Division:

It seems to us that defence production sharing isAhe last
item which should be raised in an interparliamentary group
comprising united States parliamentarians. The sharing arrangements have been for a long time a favourite target of U.S.
Senators and Congressmen vho seldom miss an opportunity to raise
publicly the question why the U.S.A. has to give contracts to
Canadian firms in the defence field. The tempt ation for U.S.
parliamentarians to question the arrangements could be J
particularly great at this time since we expect that the balance
in favour of Canada for the year 1966 will be more than $300 million.
Furthermore, as you are aware, the Government-is presently under
pressure to ban all exports of arms to the U.S. for the duration of
the war in Vietnam.

Vie agree that NATO could be proposed by the Canadian side as
an-agenda item for the" meeting. The following aspects of NATO
of joint interest to both sides could come up for discussion under
such an item:
(i) He-orientation bf NATO as an instrument for promoting
peaceful settlement-in Europe;
(ii) Question of maintaining troops in Europe.

We would think that NATO and North American defence should be
separated since they involve problems of quite a different nature.
North American defence at this juncturedevolves around the question
of. Whether we should allow the NORAD Agreement to lapse in May 1968

We have been instructed by Cabinet to express at this stage no
views one way or the other vdth regard xo any "s^gSFtioiPthat. might
be made concerning the extension of the NORAD Agreement either in
duration or in responsibilities and activities. It is clear therefore
that there is little guidance we could give our Parliamentarians for a
discussion on NORAD and we have serious doubts that the Government would
welcome a discussion by this group at this stage.

W© share the misgivings expressed by our Disarmament Division in
their memorandum of February 1**. We agree that a general discussion of a
the ABM question might quickly turn to the implications for Canada of
U.S. deployment* and this would not be advantageous for the issue at
least until our position has become clear. One of the main reasons why
our position is not clearer is because we have little knowledge of U.S.
plans for possible deployment and consequently little knowledge of
possible implications of a decision to deploy by the U.S. on Canadian
territory and air spaed. Bilateral consultations with the U.S. will
be required and it would be advantageous for Canada that they take place
in a serene atmosphere without pressure from a heated public opinion.
„.We recognize on the other hand that the ABM question offers a wide scope
for discussion and that its North American aspects could be subordinated'
to or diluted within the global political repercussions including those
on U.S,A*-Soviet relations which the decision to deploy could entail.
We would therefore 'conclude, as Disarmament Division did, that while
the Canadian side should not put forward the ABM question for discussion
we could accept it as an agenda item if the U.S.A. side requests it.

U.Rr Peacekeeping

The U.S,.contributes military personnel to only one U.N, peacekeeping
operation (the U.N. Truce Supervision Organization in Palestine). However,
the U.S. is a major financial contributor to U.N. peacekeeping operations
and provides strong political support for these operations. It has also
been providing strong support for the current efforts, in which Canada
has been playing a leading role,, to improve the organization's capability
to mount effective peacekeeping operations in the future. While U,N.
peacekeeping is not therefore a question of U.S..- Canada bilateral,
relations, we see advantage in this question being discussed at the
meeting. This would emphasize the important role Canada is making in this
field and the joint interest of both countries in continuing to provide
full support for the U,N.*s peacekeeping activities.
