'T-/-//-7 y MISSION ENCLOSURES Annex.« DISTRIBUTION The only agenda item which directly affects the work of this Division is in Section I (2) - Anti-Ballistic Missiles. We are of two minds about discussion by the Inter-Parliamentary group on this issue* On the positive side, a briefing of Canadian parliamentarians would give us an opportunity to put across some of the basic concepts in a rather difficult area of strategy and arms control. The parliamentarians in turn raight be able to carry these views to their USA counterparts, many of whom have demonstrated in the past an inability to appreciate the logic peculiar to nuclear weapons defence. On the other hand, we have not fully worked out the Canadian position on ABM's either in terms of arms control or of defence and we do not have the views of the SSEA or Hinister of National Befenee on the problem. As a general discussion of the ABM question might quickly turn to the domestic Canadian defence implications of USA deployment, it would not be advantageous for the issue to be discussed in great detail, at least until the Canadian position has become clearer. 2. We would recommend, therefore, that the Canadian side not put forward the ABM question for discussion but that we accept it as an agenda item with good grace if the USA side requests it.
