In his letter of February 9 to us Mr. Ian G. Imrie, Coordinati
Secretary for Parliamentary Associations, requested our advice on what
topics might desirably be included in the agenda for this meeting (to be
held in Ottawa and Montreal,, May 10 to 14, jjffi), and also what topics
might best be avoided^ Hr. imrie would like to have our suggestions for
thefegendaby February 20 so that he can discuss them with the Speaker of
the House and the Speaker of the Senate before departing for Washington
on February 22 for talks with his U.S. counterparts.
2.
As you may know, for the past three years our Department has
provided informal suggestions regarding the agenda for these meetings.
Since we wish to leave the Parliamentarians as much leeway S B possible
in formulating their agenda, we think we should concentrate on indicating
what subjects might be undesirable as agenda items from a Canadian point
of view. We carTalso, of course, mention subjects which we think Would
be particularly desirable to have on the agenda.
3.
Another factor which influences our role in this exercise is that
there is a tradition of having the visiting delegation (in this case the
U.S.) take the initiative in proposing topics for discussion, and for the
host delegation to make counter-suggestions if desired.
4.
In considering what suggestions we should make we think the
following points should be kept in mind:
the subjects should be topical;
they should be such that their discussion by Parliamentarians
would not embarrass any negotiations now being undertaken by
our Minister or other Ministers)
c) as the group will not be comprised of specialists or experts
topics should not require extensive technical knowledge;
d) the topics should enable intelligent briefings for the Parliamentarians, bearing in mind that all such briefings will
be of an unclassified nature.
5.
Attached for your consideration is a preliminary list of topics
drawn by in this Division. We have kept in mind the considerations mentioned above and also the type of agenda followed at previous meetings of

the Interparliamentary Group. Because the Group usually divides into a,Defence
and Security Committee and a Trade and Economic Affairs Committee for purposes
of discussion, we have grouped our suggested topics under these respective headings for the forum in which we think each topic could be most suitably discussed.
We would appreciate receiving your comments on the attached list, including any
suggested additions, deletions or modifications. We hope you will discuss this
matter with other Divisions or Departments as appropriate. Our remarks in
brackets should be regarded as preliminary, tentative and subject to change.
6.
Because of the very tight schedule which we face, we would
appreciate receiving your comments as early as possible, preferably not later
than Wednesday, February 15. If necessary these may be transmitted by telephone
to Mr. Mundell of this Division (26574).

Defence Production Sharing (Mr. Imrie has expressed some i n t e r e s t in

NATO and North American Defence (North American Defence was not an
e x p l i c i t heading in l a s t y e a r ' s agenda but i t has occunsd to us t h a t
i f i t were linked, to discussions on NATO i t might provide for a possi b l e desire by the Canadian, delegation to discuss the implications of
the possible deployment of an ABK system.)

3) U.N- Peacekeeping
4) Problems of Southeast Asia (The U.S. side will probably want to have
this on the agenda again, as it was last year. We wonder if there
might be some merit in suggesting that this item be discussed in the
Trade and Economic Affairs Committee, thus enabling the Canadian side
to emphasise our positive contributions through the Asian Development
Bank, food aid to India, etc. On the other hand, if the item were to
remain before the Defence and Security Committee, perhaps it could be
expanded to include a discussion of military and political stability
in the Middle East. The latter subject certainly meets the criteria
outlined above and its inclusion might dilute an excessive preoccupation
with the military aspects of Vietnam.)

TRADE AND ECONOMIC AFFAIHS COMMITTEE
1)

Kennedy Round (Should we discourage discussion of this at a time
when negotiations are in their final, critical stage?)

2) Aid to and Trade with Developing Countries. (This would seem to
be an item for discussion which we would wish to encourage.)
3)

Canada-U.S.A. Balance of Payments (The U.S. side may wish to suggest
subjects such as Canadian economic nationalism, U.S. investment in
Canada, Canadian export pf oil to the U.S.A., anti-dumping laws, etc.
V/e wonder whether the Canadian side should resist efforts to have such
specific bilateral items put on the agenda by suggesting that they
could be discussed under broader headings such as this one.)

4) Control of water and air pollution. (We probably would not wish to
encourage the Canadian delegation to suggest this item but the U.S.
side may raise it.)
5) North American Transportation Matters (This could include questions
such as Pacific Coast Transportation, St. Lawrence Seaway Tolls,
ferry systems on the west coast, international bridges, shipping
ownership, etc. unless it is thought any such items should not be on
the agenda.)
6) Development of National Primary Resources in North America. (Because
of Canada's wish to avoid promoting the concept of "continental"
resource development, we would probably wish to resist any efforts to
have this made an explicit item on the agenda. If such an item is
nevertheless placed on the agenda, it should be worded in a manner
that safeguards our concept of "national" resource development.)
Delegates may wish to suggest items of a more local or regional nature.
We think efforts should be made to have such items fitted into one of the
broader categories.
