Because of prior commitments by some of the proposed
participants, the meeting proposed in D.L.(l)'s memorandum under
reference for the morning of Friday, January 20, did not take
place. However, representatives of D.LE(1) and Disarmament Divisions
met and discussed the first draft of proposed Canadian comments.
As a result, it was decided that the paper should be redrafted.
I attach a copy of the second draft of the proposed Canadian
comments. We invite the attention of Far Eastern Division in
particular to the section discussing the effects of an ABM
deployment in Asia and the Pacific.
2.
We should be glad if comments or suggestions for revision
of this draft could be communicated either in writing or by phone
to reach Mr. Schioler of this Division by noon on Friday, January
27. After intra-departmental agreement on the text, the plan is
to clear comments with the Department of National Defence at the
official level prior to submission to the Prime Minister under a
joint memorandum to be signed by the SSEA and the Minister of
National Defence.
