Telephone conversation Mr. JS Nutt - Group Captain N.L. Magnusson, of 20 January, 1967 / 1. Although the paper, presented by Mr. Bufus Z. Smith the US State Department member of the PJBD, does not state a course of action likely to be followed, it gives a very good coverage of the US thinking of the complex subject of ABM defence. It examines the various options and assesses the results of each in an effective and forthright manner. In particular on the primarily military asp'ects of the ABM problem the views expressed,are completely supported by the pronouncements of the Secretary of Defence.' 2. The US obviously realizes that any decision for or against ABM defence is likely to produce severe reactions from their allies. They would no doubt prefer these reactions to be based on an appreciation of the strategic situation, rather than the more emotional considerations which arise in the ajmsrcontrol context. Since the need for a decision is not urgent it vjould appear that the US is offering a genuine opportunity to debate the issue in the broadest terms. It may be however that a decision (if it occurs} to deploy a light defence system, ostensibly against the Chinese threat, will not be negotiable, although the US may be prepared to debate with its allies and the neutrals the broader implications of an attempt at full-scale defence. .../2 SECEST 000209 �gECRBTT Document'disclosed under the Access to Information Act Document divulgue en vertu de la Loi sur I'acces a I'information r 2 - * 3. Canada should be kept in the picture as to US intentions regarding, the deployment of ABMs and should have some voice in the final decision for two reasons: a. Canadian air space will certainly be involved. b. Canada could participate in some manner if the US does proceed with the program. 4. The government position should be to discourage an immediate decision on the part of the US since: a. jin effective US ABM shield might disturb the existing balance of power between the US and Russia. In the case of China.a quantitative threat will hot exist for some time yet. b. The state of the art in detection and in intercept weaponry is such that an effort to deploy an ABM system could prove excessively costly as opposed to waiting 2 or 3 years. c. Action by the US at t h i s time to deploy ABMs would probably spark a further escalation i n the arms race and create an adverse atmosphere for consideration of any of the aims control measures which have been proposed. 5. I t i s hoped t h a t above comments which pertain to the present s i t u a t i o n w i l l be of some assistance t o you; however, with so many variables involved i t i s impossible to form a fixed opinion.
