Con»Prcliferation

eighteen months of intensive discussion is the BJEC and

TTMsA, there is now reasonably good prospect that a con-proliferation
treaty will be concluded within ths year.
(2) The ISA and USSR are very close to reaching agreement en the basic
f©rmula of a treaty which vould J
(a) prevent nuclear powers from transferring nuclear weapons te
non-nuclear states cr from helping non-nuclear states to
develop nuclear weapons; and
O)

prevent nos-Buelear states frora acquiring er developing
nuclear wessons-.

(3) Soa© important questions still rextaSa te be settled.
(k)

Vr<m the start, Canada has been intfcsately associated with the
non-proliferation discussions. $e think present dOTelontaeats are
encouraging and we attach very high priority to a universal treaty.

(5) We aspect that e&na&aeration of progress on tha nen-jareliferaticm
treaty will be the first item ef business ifcaa the EffiJC easts In

(1) It is no secret that -Use USSR has begun Halted deployment of an
ABSf systea around Moscow; we hope that Soviet action will be
limited and that it will be possible to avoid a further speeding
up of the anas race.
(2) So far the UBA Administration has resisted pressures to deploy
but the option regains open.
O)

Ws fully support the suggestion in President John©on*« state of
the Union message that the USA should seek agreement with the
USSR in tha field of nuclear anas control* a Ba4«r aspect of
which would be parallel decisions not to deploy A8H*s.

(h)

Canada is ceaocraed tbat initiation ef a new stage of the a m s
race would t
(a) irspede efforts to lower tensions between Bast and ftest;
(b) sake the aehiewoent of arms control agreenents, and nuclear
disarfisaasntt exceedingly difficult.

(5) Canada is also deeply interested ia t M s Issue because of the
implications fer our defence and seourity as a Sorth American
power. !Efce GovemBent is following developments closely-.
(6) m have hsd - aad will continue to have * consultations with
