MEMORANDUM FOR 'IHE MINISTER
Anti-Ballistic Missiles
The United States State Department has prepared a series
of anticipated questions and suggested answers on anti-ballistic
missile defence as a result of a recent statement by Secretary MacNamara in which he restated that no decision had been taken regarding
deployment of ABM's. We have received this series of questions and
answers from the State Department with a request that if we have any,
comments we should provide them as soon as possible,

The questions and answers are contained in Washington telegram 3677 of December 5 which is attached. They indicate that the
United States has discussed its thinking with its Allies including
Canada, It is Indeed a fact that the U.S. had briefed Canadian
officers on a number of occasions on various aspects of ABM's. The
latest such occasion was at the PJBD meeting in Kingston last October
where the United States Section presented a briefing on political
implications on a global scale of a possible decision to deploy or not
to deploy an ABM system. The emphasis of their briefing was on the
political implications as related to East-West Relations and Communist
China, There was no mention of political implications with respect to
NATO countries and there was no discussion. This briefing followed
an exchange of views on the future of NORAD during which the U.S,
representative mentioned that if ah ABM system was to be deployed on
the continent there would inevitably be important implications with
respect to Canadian air 6pace and possibly Canadian territory. He

simply concluded that the United States assumed that Canada would
wish to discuss them at an appropriate time.

At other times we (particularly members of the armed forces)
have been briefed on such questions as the nature of the ABM system and
the progress made by the United States in their development. We are
not aware however that these contacts have ever le|£d to discussion on
the implications for Canada of the deployment of such a system. V/e
have no knowledge of U.S.A. deployment plans in respect of ABM weapons.
DND officials have told us that they are aware the United States
Commander in NORAD is working on such a deployment plan but that the
Canadian component of NORAD has had no access to it so far.

We could probably argue that our contacts with the U.S. on
ABM's have been more in the nature of briefings by the United States
than discussions as such. This is a dubious distinction and I do not
think it would be wise to try to make it since the United States
briefings have enabled us to follow technical development in the field
of ABM's as well as the USA's general thinking. This is very important
for Canada from a political, military and also defence production point
of view.

1 would thinly that the amendment we are suggesting in the
attached telegram for your approval if you agree, is sufficient to protect our position. In any case the United States intends to explain
that the discussions with Canada have been quite general and that their
objective had been for the U.S. to describe in broad terms the status of
U.S. progress in developing the ABK and to put forward U.S. views on
strategic and other implications of ABM developments,

I would recommend that it is in our advantage to treat this
matter in a low key. Meanwhile we shall prepare suggested answers
to possible questions which may arise in the wake of the U.S. statement.
