ANTI-BALLISTIC MISSILE DEFENCE
WE ARE GRATEFUL FOR OPPORTUNITY. TO COMMENT ON STATE DEPT'S PROPOSED' ANSWERS TO ANTICIPATED QUESTIONS ON ABM DEFENCE. SUBJECT TO ONE
fXtENDMENT THE PROPOSED ANSWERS ARE SATISFACTORY TO US.
2.
WE WOULD LIKE TO SUGGEST THAT WORDS QUOTE OF NORTH AMERICAN AIR
DEFENCE PROBLEMS UNQUOTE BE DELETE0/ROM THIRD SENTENCE OF FIRST ANSWER.
THIS PHRASE COULD BE MISLEADING TO CDN PUBLIC OPINION IN GIVING IMPRESSION
THAT THERE HAD BEEN PERIODIC DISCUSSIONS BETWEEN CDA AND USA ON DEPLOYMENT
OF ABMS IN SPECIFIC CONTEXT OF NORTH AMERICAN DEFENCE. AS YOU KNOW THE
IMPLICATIONS POR CDA OF A DECISION TO DEPLOY ABMS HAVE NEVER BEEN DISCUSSED BETWEEN CDA AND USA NOR FOR THAT MATTER ARE WE AWARE OF USA CONTINGENT
ABM DEPLOYMENT PLANS.
3.
AT LAST PJBD, USA STATEMENT^ CONTEXT OF DISCUSSION ON FUTURE OF
NORAD STATED THAT IF ABM SYSTEM WAS TO BE DEPLOYED ON CONTINENT THERE
WOULD INEVITABLY BE IMPORTANT IMPLICATIONS WITH RESPECT TO CDN AIR SPACE
AND POSSIBLY CDN TERRITORY. MATTER WAS NOT CARRIED BEYOND THIS OBVIOUS
STATEMENT THAT USA ASSUMED CDA WOULD WISH TO DISCUSS THEM AT APPROPRIATE
TIME. WE; HAVE BEEN ASSUMING THAT ABM DEPLOYMENT COULD BE ONE MATTER VJE
SHOULD BE EXPLORING FURTHER AS DISCUSSIONS DEVELOP ON FUTURE OF NORAD.
4.
AS YOU KNOW, ABM BRIEFING AT LAST PJBD MTG'DE^T WITH POLITICAL
IMPLICATIONS ON GLOBAL SCALE OF A POSSIBLE DECISION TO EMPLOY OR NOT RPT
NOT DEPLOY AN ABM SYSTEM.

SECRET

THESE WAS, HOWEVER, NO MENTION OF POLITICAL IMPLICATIONS' WITH RESPECT TO
NATO COUNTRIES INCLUDING CDA.
5.
IN ANY PUBLIC STATEMENT WHICH WE MIGHT HAVE TO MAKE AS A RESULT
OF USA PROPOSED STATEMENT WE WOULD OF COURSE ACKNOWLEDGE Tfi&T THERE HAVE
BEEN DISCUSSIONS BETWEEN CDA AND USA ON VARIOUS ASPECTS OF ABM PROBLEMS
AS INDICATED IN USA DRAFT STATEMENT BUT WE MIGHT BE REQUIRED TO ADD THAT
TO DATE. THERE HAS BEEN NO RPT NO DISCUSSION ON PROBLEMS OR ABM'S IN
SPECIFIC CONTENT OF NORTH AMERICAN DEFENCE NOR OF IMPLICATIONS $0R CDA OF A POSITION TO DEPLOY ABM'S.
6.

WE LEAVE IT TO YOUR DISCRETION AS TO BEST WAY OF PRESENTING THIS

AMENDMENT TO STATE DEPT,
