Dr. Longair came to the office personally on
April 15 to explain informally various difficulties in
providing definite answers to the questions in our letter
of March 22 about the military requirement for continued
underground testing. On several points, particularly
those touching on the development of an effective ABM
system, we have no information or data based on Canadian
experience^ we are, therefore, in the position of having
to depend on information made available to us by the
American authorities on this subject and of drawing inferences
and deductions from such information and data provided by
the USA from time to time in other connections* On the
crucial question of the need for continued testing to develop
an effective ABM system, the position, in brief is that Canada
has no scientific or military data on which to dispute USA
contentions*

Dr. Longair also gave us summary personal answers
to the following questions in our letter of March 22:
Page 2, Question ^3* The answer to this is yes, - significant
advances in nuclear weapons technology could be made by '
single tests* Single tests, however, would never replace a
series of tests since much more information would be available
from a series.
Page 3, Question #1. Dr. Longair*s opinion is that further
testing is not neceasary to improve the USA strategic deterrent.
With regard to an ABM system, the simple position is that we
do not know whether further testing is necessary or not.
Our scientists speculate that the remaining difficulties
probably lie mainly in the areas of propulsion, guidance and
discrimination and that tests to develop improved warheads are
relatively less important.

ABM system can be developed against a relatively simple and
small-sized nuclear threat such as that likely to be posed
by China in the decade following 1967* Dr. Longair*s
opinion is that an effective ABM system against the nuclear
threat posted by the USSR is unattainable*
