CURRENT USA TEST ACTIVITY WAS CONTINUING TO YIELD IMPORTANT NEW
INFO WHICH IT HAD NOT RPT NOT FORESEEN AS BEING OBTAINABLE FROM
UNDERGROUND TESTS.USA WOULD BE VERY CAUTIOUS ABOUT AGREEING TO BAN
UNDERGROUND TESTS UNTIL IT ESTABLISHED LIMIT OF INFO WHICH COULD
BE OBTAINED BY THIS MEANS AND COULD THUS ESTABLISH THAT THERE
WAS NOT RPT NOT INFO OBTAINED BY RUSSIANS WHICH COULD GIVE THEM
SIGNIFICANT LEAD OVER USA KNOWLEDGE.

ACTUAL SOVIET ABM CAPABILITY MIGHT BE.IN THESE CIRCUMSTANCES
USA WOULD BE RELUCTANT TO AGREE TO BAN OF UNDERGROUND TESTS UNTIL
IT HAD ESTABLISHED LIMIT OF INFO RELEVANT TO ABM DEFENCE VJHICH
COULD BE OBTAINED BY THIS MEANS.
