1. I was approached informally today by the
British Embassy and the State Department with an
inquiry about the possibility of arranging on short
notice a tripartite conference on the comparability
of security standards at Ottawa within the next ten
days or two weeks.

2. It was explained to me that the background
of this inquiry was related to the talks which Sir
John Cockroft had in Washington some weeks ago on
the possibility of the exchange of classified atomic
information under the terms of the amendment to the
United States Atomic Energy Act approved by Congress
last fall. One of the subjects which the United
Kingdom and United States authorities agreed to
explore comes under the heading "Krypton 85", which,
as you probably know, relates to the measurement of
certain aspects of the Soviet effort in the atomic
field. Apparently it has now been agreed by the
:United States authorities to seek Congressional
.authorization through the Joint Congressional
Coamiittee to establish, technical co-operation (with
the British) (including the exchange of classified
information) in this field. However, In view of
the strict language of the amendment adopted by
Congress, it would be necessary to satisfy the Joint
Congressional Committee about the security standards
now in effect in the United Kingdom.
3. Originally the United States authorities
suggested that in order to give the required
assurance about the United Kingdom security standards
a small group of United States security officials
might go over to the United Kingdom and examine the
situation at fir3t hand. This, not unnaturally,
proved to be open to serious political objection on
the part of the British Government. As an

�-2alternative, the United Kingdom officials have proposed
that this question of the effectiveness of the new United
Kingdom standards of security might be examined appropriately
within the context of the tripartite conferences on security
standards, of which two have so far been held.
4. As I understand that at the last such meeting
held in London last year It was tentatively suggested that
the next gathering of this kind might take place in Ottawa,
I have been asked to inquire whether it would be convenient
to hold such a meeting at Ottawa. Because of the problem
of obtaining Congressional approval under the terms of the
amendment, as well as arranging a further meeting with
British authorities before Cockroft goes to the British
atomic weapons test at Australia, some urgency Is attached
to the timetable. The United Kingdom and United States
authorities apparently would like to have the conference
arranged, if possible, In the latter part of next week (i.e.
from Thursday, May 15th on) or In the following week.
5. Arneson, with whom we have discussed this question,
has suggested that If it is found not convenient, repeat
not convenient, to hold the meeting in Ottawa, the United
States authorities would have no objection to arranging
the meeting in Washington.
6. As regards agenda, the object of the discussion
would be to review any changes in security standards and
their application since the meeting in London last July,
with particular reference to the changes in clearance
procedure in the United Kingdom. The United States officials
would also review any changes in the situation here. The
meeting, they say, should not last longer than two days,
as it Is not Intended to go over the ground covered In the
previous meetings. The attendance from the United States
would amount to about 8 or 9 Including Keith Glennan, one
of the Commissioners of the USAEC. The British party
might be a little smaller and consist of 6 or 7.
7. I would appreciate it if you would consult those
concerned as soon as possible and let me know whether such
a meeting would be convenient, and suggest a date. Ends.
