Hall concerning the coming into force of the Amendment to the Agreement on liecurlty Safeguards between the U.S. A.&.C. and the Atomic Energy Control Board. You ostred if we were aware of any further steps that should be token before you advised Mr. Hall that all Canadian statutory and constitutional requirements had been satisfied, so that the Amendment might enter into effect. l/e aro not aware of any further action required. Mo have noted, however, that both Mr. Hall's letter and your own refer to "the Amendment to the Agreement on Security Safeguards**. It Is our own impression, based on the text of the Amendment, that it would be i^oro accurate to refer either to "the Amendment to the Agreement on Security Standards snd Safeguards" or alternatively to "the Amendment to the A;reeuent on Security".
