a copy of the letter of Slay 21 from Mr. John A. Hall
concerning the coming into force of the Amendment
to the Agreement on liecurlty Safeguards between the
U.S. A.&amp;.C.
and the Atomic Energy Control Board.
You ostred if we were aware of any further steps
that should be token before you advised Mr. Hall
that all Canadian statutory and constitutional
requirements had been satisfied, so that the Amendment might enter into effect.

action required. Mo have noted, however, that both
Mr. Hall's letter and your own refer to "the Amendment to the Agreement on Security Safeguards**. It
Is our own impression, based on the text of the
Amendment, that it would be i^oro accurate to refer
either to "the Amendment to the Agreement on Security
Standards snd Safeguards" or alternatively to "the
Amendment to the A;reeuent on Security". Xou may
wish to consider this point in replying to Mr. Hall.

We note also that the Amendment will
enter into effect upon, receipt by each party of notification
fron the other. Hence the effective date will be the date
upon which Mr. Hall receives your letter. You may therefore
wish to ask ttr. Hall to notify you of the date on which he
receives your letter, and to confirm that the Amendment
shall have effect from that date. Ue should like to be
informed of his response in due course.
