No. WA-1199

Date May 1 5 , 1 9 5 3 ,

Subject:

Atomic Energy

1. The State Department, through Gordon Arneson,
have Invited Canadian participation, with United Kingdom
representatives, in an informal study of the application
of physical security standards in United States atomic
energy projects at the end of this month. This visit is
a follow-up to the series of tripartite conferences on
security standards, the latest of whioh was held in
Washington on May 15-16, 1952 (see our letter Ho. 2085 of
September 27 i I952, forwarding the final report). It is
also intended to reciprocate the informal visit by United
States security officials to the United Kingdom atomic
energy projects last December, in which apparently
Canadian representatives did not participate, although
they were invited. Arneson explained that a letter
inviting Canadian participation had been sent direct to
Dr. C.J. MacKenzie by the Chairman-df the United States
A.E.C., Gordon Dean.

2. The* United Kingdom representatives, Messrs.
W.D. Wilkinson, and C.S. Goad,of the Ministry of Supply,
are due to arrive in Washington on May 29th. After a
day or two of talks in Washington it is intended that the
group should visit Oak Ridge, the Argonno National
Laboratories, and Hanford.
3. Ho doubt Dr. MacKenzie will be making a reply
direct to Mr. Dean; we should like, however, to be
informed whether any Canadian representatives are going
to participate.
