The Chairman, Defence Research Board said that Br. Penney had been approached with regard to the above subject and had replied that the United Kingdom Atomic Energy Board was unable to take the initiative at present because the British Atomic Energy Organization was under review. The United Kingdom authorities were always glad to cooperate with Canada, and Dr. Penney suggested that the best approach was for the Canadian Chiefs of Staff to decide their requirements and to submit them to the United Kingdom Chiefs of Staff Committee, thereby keeping the matter on a military net. It was desirable that Canada participate in, rather than merely send observers to, future atomic bomb trials. The A m y had requested that the Radiation Detection Unit be integrated into a future trial and it was suggested that this be put forward to the United Kingdom Chiefs of Staff. \ 4-8.
