I Sub ect; l Tripartite Security Conference The tripartite security discussions, particularly related to the effectiveness of the new United Kingdom security arrangements in the atomic field, were concluded this morning. The discussions developed according to the plans laid down by the United States authorities in advance, as reported in my WA-1264 of May 9. The object of these tripartite discussions was not to consider security arrangements in Canada or the United States. The tripartite security conference in London last year established that comparable and adequate security standards were being applied in Canada and in the United States. The new United Kingdom questionnaire was discussed in greatest detail in a working group, with representatives of the F.B.I, examining some of the supposed defects in the questionnaire most critically. The shadows of Messrs. Fuchs, Burgess and MacLean were perceptible throughout the proceedings. However, Sir Archibald Rowlands, the head of the British delegation, dealt with this interrogation skilfully. References 2. At the conclusion of the meeting the following brief summary of a report of the conference was agreed: Quote 1. The working group discussed the United States, Canadian and United Kingdom security questionnaires. It was noted that the United States and Canadian questionnaires developed essentially the same information. The United Kingdom questionnaire, however, omitted some items which the United Kingdom delegation stated would be covered adequately by their new procedure in other ways. But there remained three items which called for special consideration in the United Kingdom questionnaire. C Finge rprintIng. 2.J With regard to the first two of these items, these questions would be covered by suitable instructions issued to the investigator early in the process of Investigation. 3. With regard to fingerprinting the United Kingdom delegation pointed out that fingerprints at this time would be of little immediate value to the atomic energy project owing to the lack of fingerprint records on such a comprehensive pattern as existed in the United States. Moreover, to introduce fingerprinting to the United Kingdom on lines comparable with the United States system would require legislation. 4. The United Kingdom delegation indicated that if the United States so requested, it should be a prerequisite for visits by individuals to discuss classified atomic energy matters that their fingerprints should bs provided. This arrangement would of course be reciprocal. Unquote 3. From this summary It is difficult to judge what progress was made in attaining the main objective of the conference, which was to enable the Commissioners of the U.S.A.E.C. to assure the Joint Congressional Committee that the effectiveness of the new security arrangements in the United Kingdom would permit arrangements to be made under the amended procedures of the United States Atomic Energy Act for technical co-operation In the project known as "Krypton 85 n . An understanding was apparently reached between the United Kingdom and United States officials, in private, that it was too early to make a general determination that United Kingdom security procedures and practice measured up to the standards which would permit the opening up of all projects of co-operation which may be contemplated under the amended United States Atomic Energy Act. (Only 40 cases have so far been processed under the new procedures in the United Kingdom). However, it was agreed that the new United Kingdom procedures represented a sufficiently marked tightening up of security to permit the U.S.A.E.C. to recommend to the Joint Congressional Committee that favourable consideration be given to co-operation with the United Kingdom in the "Krypton" project. A further review of United Kingdom security procedures may be expected later this year. The British delegation seemed to have been satisfied with the results. Dr. Mackenzie left for Ottawa by train last night. Commissioner Nicholson and Messrs. Gray and Barton left by air this afternoon. � Text A resource consisting primarily of words for reading.
