Subject: Tripartite Security Conference - Agenda.

Following for N.A. Robertson from Wrong,
Begins:
1. I thought it would be helpful for those
concerned with the proposed conference in Ottawa if
we gave you a little information additional to that
contained in my WA-1234 of May 6th on the subject
matter expected to be covered in the proposed
conference. I asked Ignatieff therefore to find out
from Arneson what the U.S. views on the proposed
agenda are.
2. As indicated in my WA-1234, the main
purpose of this conference is to provide an
opportunity for the U.S. authorities to ascertain
how effective in practice the new U.K. security
clearance procedures are, before undertaking what
the U.S. regard as a substantial step forward in a
further measure of technical co-operation In the
highly-classified field of atomic energy information
under the amended U.S. Atomic Energy Act.
3. Thoy do not propose that the new
conference should go over the general ground of
comparing security standards which ware so
exhaustively covered in the two preceding security
conferences. The agenda, Arneson thought, would in
substance consist of two main points; (a) statements
by the three delegations on any significant changes
In security procedures in their respactive countries,
including clearance, investigation arrangements and
materials safeguards, instituted since the last
meeting in London last July, and (b) consideration
in particular of the effectiveness of the new
arrangements instituted in the U.K.
4. As regards (a), Arneson thought that
each delegation would make brief reports on any
significant changes in their security programs.

- 2 The U.S. delegation would have two changes to report. In
a bill passed by Congress on April 5, 1952, certain investigation responsibilities have been transferred from the
F.B.I, to the Civil Service Commission. This new legislation, which the U.S. authorities will explain at the
meeting, is apparently designed to lighten the load of
investigation of normal applicants for jobs in the USAEC
as well as other departments and agencies handling "sensitive"
Information, leaving, however, the discretionary authority
to apply F.B.I, investigations in special cases. The second
change relates to an arrangement between tho USAEC and the
Department of Defense whereby certain military personnel
cleared under military procedures up to top secret may be
given access in line of duty to "restricted data" under the
meaning of ths MeMahon Act on a need-to-know basis.
5. As regard (b) the question of assessing the
effectiveness of the new security procedures in the U.K.
obviously presents difficulties. Arneson said that no
formal conclusions can be expected from the conference,
but it is hoped that after some frank discussion on a number
of questions which would be put to the U.K. delegation, the
USAEC and the F.B.I, will be enabled to give the requisite
assurances to the Joint Congressional Committee about the .
effectiveness of the new British security procedures.
Arneson mentioned the kind of questions which he thought
the U.S. delegation might direct to the British delegation
with regard to their security questionnaire:
(a) Why does it not ask for the names of other close
relatives of applicants, such as brothers or sisters?
(b) Also ex-spouses, if any.
(c) Why does it not ask for details on schools and
colleges attended?
(d) Why is there no mention of prosecution for false
statements or omission of information. (The only
reference in the British form is to disqualification
or disciplinary action, such as dismissal.)
6. The U.S. authorities also expect to exchange views
on the evaluation of information obtained by this type of
questionnaire. They are thinking In terms of working out a
number of hypothetical replies to questionnaires and then
going through such hypothetical cases in detail exchanging
views on the evaluations given by the respective delegations.
