1. We informed the State Department that the 15
and 16 would be acceptable to those who would be
concerned with the proposed conference on our side, and
told them also that the meetings could be held in
Ottawa on these dates. The State Department Informed
us, however, that the United States authorities now
have a strong preference for holding ths meetings in
Washington, on the grounds that they have to work to a
very tight time schedule, both before and after these
meetings, In order tc conclude the arrangements with the
British referred to in my WA-123^ of May 6th. They would
very much appreciate, therefore, if Messrs. MacKenzie and
Nicholson could arrange to be in Washington on May 15th
and 16th. They assure us that they would try to conclude
the discussions In one day. At the most, they would
expect to be able to adjourn by lunch time on the 16th.
This presumably would permit Dr. MacKensie to be beck
in Ottawa for the meeting which you have arranged on the
morning of May 17th.
2. The British Embassy has been informed of this
preference and they are consulting London. I should
like to know as soon as possible whether we may inform
the State Department that we definitely agree to the
meeting being held in Washington.
3. On the United States side, the United States
A.E.C., State Department, Defense Department and F.B.I,
will be represented. We do not have all the names of
the United States delegation yet, but Commissioner
Glennan, Captain Waters, and Frank Hamrcack and Wells
will represent the United States A.E.C, and Joseph
Chase the Department of State. Ends,
