The Chairman. Defence Research Board said that he had asked th;
Secretary to seek the approval of the Chiefs of Staff of security
regulations relating to atomic energy. Under the terms of the Atomic
Energy Act of 1946, the restrictions on the disclosure of atomic information were unusually tight. In fact, members of the Department of
National Defence had most likely in many cases involuntarily violated
the Act. In order to comply with regulation No. 400 "Disclosure of
Information" of the Atomic Energy Act, it was proposed to request the
Atomic Energy Control Board to issue three orders. The first of these
dealt with the communication of information to DND personnel, the second
and third were concerned with the exchange of information on military
aspects of atomic energy between Canada and the U.S. and the U.K.
respectively. The Atomic Energy Control Board had indicated that it
would be willing to issue the three orders in question.

The Acting Secretary said that the three draft orders together
with the covering letter by the Chairman, Defence Research Board were
now being circulated secretarially to the Chiefs of Staff.
35.
The Committee noted the remarks of the Chairman, Defence
Research Board.
