Wo ore reviewing the record of the b r i e f i n g on "Eopiona&amp;e
A c t i v i t i e s i n Canada' which was provided t o t h e Cabinet C o c a i t t e e oa
Security and I n t e l l i g e n c e on March 17 and w i l l provide you s h o r t l y with,
cocaents on the RCMP proposals made on that o c c a s i o n . However, i n the
course of our review we came upon SOBS remarks about Cuban i n t e l l i g e n c e
a c t i v i t i e s d i r e c t e d agains t Canada which seem t o c a l l for more immediate
coeaent i n the l i g h t of tho recant bombing incident tn Montreal aiad i t o
p o s s i b l e e f f e c t s on our r e l a t i o n s with tha Cubans. The RCMP expressed
t h e view i n t h e b r i e f i n g that 'Fidel Castro takes a personal i n t e r e s t i n
operations directed a g a i n s t Canadian i n t e r e s t s anf must t e r s o n a l l y approve
any plans that i n v o l v e Canada. The defector haa c a t e g o r i c a l l y s t a t e d that
t h e Cubans are providing a s s i s t a n c e t o members o: the TLA i n t h e fora of
money, m a t e r i a l an&lt;i t r a i n i n g . ' '
We hove seen the r * } o r t s , which were provided by the ClA, on
which t h e RCMP's statements were based. «e b e l i e v e , however, t h a t t h e
personal involvement of Castro i n Cuban I n t e l l i g e n c e Service operational
plans that i n v o l ve Canada suggests that tiie Cubans a t t a c h a high l e v e l of
lnportance t o maintaining ftoori r e l a t i o n s with Canada and regard i n t e l l i g e n c e
operations d i r e c t e d against t v )is country t o be p a r t i c u l a r l y s e n s i t i v e ,
n e c e s s i t a t i n g the pergonal approval o f the irime Minister. I t does not
n e c e s s a r i l y f o l l o w , as implied by the IcCKr, tha t Castro's personal
Involvement i n d i c a t e s t h a t Canada i s of prime importance a s a t a r g e t .
I t i s core l i k e l y , or a t l e a s t equally l i k e l y , t h a t Castro's personal
o p e r a t i o n a l control over t h e Cuban i n t e l l i g e n c e a c t i v i t i e s i n Canada may
havo l e d t o a d r a s t i c decrease i n Cuban i n t e l l i g e n c e operations i n t h i s
country.
The CIA's r e p o r t s , on which the RCMP views were based, are
ranch l e s s c a t e g o r i c a l than the RCMP a s s e r t i o n regarding the p r o v i s i o n
of a s s i s t a n c e t o t h e FLQ. The defector has not been in Cuba s i n c e
February 1971 and q u i t e l i k e l y was basing h i s information on dated f a c t s .

Wiilo it io probably true that Cuba provided a certain amount of assistance
to Quoboc terrorists both In Canada and in Cuba up to October 1970, it
would appear that this assistance was stopped after our request to the
Cuban authorities to assist us in securing the liberation of Jasper Cross.
This likelihood is substantiated by the fact that following the arrival
of the Cross kidnappers ln Havana, the Cuban government took steps to
restrict the freodon of action of ether FLQ terrorists who were already
resident in Cuba. In addition, we have seen no recent reports which
would Indicate that local Cuban officials in Canada have shown any active
interest in Quebec separatism. Before October 197t) reports of thin nature
wore quite frequent.
We believe that a good deal more precise information oust bo
obtained fron the defector before conclusions can be drawn that Castro
is directing an active intelligence operation in Canada and that assistance
io now being provided to the Viz in Canada.
Of the fifteen members of the Cuban Trade Office in Montreal,
four members are suspected, and one is known to be associated with the
Cuban intelligence services. Of the six individuals arrested in the
recent bombing incident, one ia associated, according to tho RCMP, with
the Cuban intelligence services. Thia person's connection with Cuban
intelligence is, however, suspected, and not confirmed.
