Mr* Stacy Hulse called on me this morning to introduce his
new assistant, Mr* Joseph C* Bernard* In the course of the call the
following matters were raised*

Mr* Hulse gave me a letter dated August 18, 1975 withdrawing
his Headquarter*s request that this case be considered for admittance to
Canada*
Cambodian Defector Case 3*
Mr* Hulse said his Headquarters had heard about this case
through their Hong Kong office* I noted that
had not been in touch
directly with our mission in Peking, bub had made his wishes known
through the Agence Prance Press representative in Peking* I outlined
other background details of the case and Mr* Seymour joined us to provide
a picture of the latest developments* Mr* Hulse indicated that his headquarters was Interested in
from the point of view of whether he
might be a useful agent in place* The man*s background, however, did not
seem to point in this direction* Mr* Hulse said he would be checking with
his Headquarters to see whether any information was available on
IAC Meetings

I mentioned to Mr* Hulse that the first part of the regular
weekly IAC meetings was taken up with the Weekly Intelligence Review on
which we exchanged comments with his Headquarters and with the British.
A representative from the British High Commission was usually present for
this port of the meeting and there was a standing invitation which I had
been asked by the Committee to renew to Mr* Hulse as the representative
at the US Embassy to be present also* Mr* Hulse expressed appreciation and
said he would want to look at it rather carefully* He himself felt that
this might not be the most opportune time because of the publicity CIA
activities had received to participate in such meetings*
