The Em bassy of the U .S.S.R .in C anada presses i ts com plem ents and has the honour to inform the D epartm ent of External Affairs of the follow ing: A colleague of the Em bassy,Igor Sergeievitch G usenko,living at 511 Som erset St., failed to report for w ork at the proper tim e on the 6th. Septem ber. In connection w ith this and for the purpose of clarifying the reasons for the failure of I.G usenkofs reporting for w ork, C onsul V*G .Pavloff and tw o other colleagues of the Em bassy cvisited ; the apartm ent of I.G usenko at 11.30 on the 6th.Sept. % I W hen M r,.Pavloff knocked at the door of G usenso1s apartm ent no-one answ ered. After this the apartm ent w as opened by the abovem entioned colleagues of the Em bassy w ith G usenkofs duplicate key, w hen i tw as discovered that neither G usenko,nor his w ife ‘Svetliana Borisovna G usenko, nor their son Andrei, w ere in the apartm ent. 6 I t was later established that I.G usenko robbed som e m oney belonging to the Em bassy and had hidden him self together w ith his fam ily. At the tim e w hen C onsul Pavloff and the tw o other coll- eagues of the Em bassy w ere in G usenko's apartm ent, i .e. about 11.30 p.m . " C onstable* W qp.sh of the O ttaw a C ity Police appeared together w ith •aw ^enother policem an and tried w ith a rude m anner to detain the • ^liplom atlc colleagues of the Em bassy, in.spite of explanations given by C onsul Pavloff and.the show ing of diplom atic cards. As a result of the protest expressed by M r.Pavloff, W alsh called Inspector of the -C ity ,P61ice M acdonald, w ho appears . at the G usenko apartm ent 4n ' fifteen m inutes, and also 1 in a rude m anner dem anded'that;,:C on8ul"oY.G ^Pavloff and the other diplom atic colleagues of/.the .Em bassy-^ w ith him to the Police Station,refusing to recognize^the^diplom atic card shown by C onsul Pavloff. v i >,lO/ ^Q a /2 ^4 / v. U pon th6 refusalof M r.VP3.Pavloff-to go to the Police Station, M r.M acdonald w ent aw ay, leaving a police-m an in the G usenko V apartm ent w ith the colleagues of the Em bassy,“for the. alleged purpose of finding out w ho i tw as w ho had notified the polioe of ^the "forced entry" (lit."breaking the door") into the G usenko /apartm ent. C onsul V.G .Pavloff and the other tw o colleagues of the Em bassy,after w aiting for M r.M acdonald to return for 15 m inutes, left,having locked the G usenko apartm ent. The Em bassy of the U .3.S.R . asks the D ept.of External Affairs to take urgent m easures to seek and arrest I.G usenko and to hand him over for deportation, as a capital crim inal,w ho has stolen m oney belonging to the Em bassy. In addition the Em bassy brings to the attention of the D epartm ent of External Affairs the rude treatm ent accorded to the diplom atic colleagues of the Em bassy by C onstable W alsh and ,the C ity Polioe M acdonald, and expresses i ts confidence \A ^ w hat/the ,D epartm ent w i l linvestigate this incident and w i l lm ake \ those gui lty answ erable for thei r actions.
