MEMORANDUM TOP SECRET TS.21-2-7 TD4 (AMP) CAS Sevision of ABC Intelligence DOWNd^flffitfto SECRET REOiJiT A SECRET 1 An examination of the project suggested by the Joint Intelligence Committee re the revision of Part 2 of ABCI 15 indicates that there is a vital need for a comprehensive fact finding study encompassing the whole subject of Canada's industrial capabilities and the effect of disruption of the various industrial functions or elements of those functions by atomic bombing. This study should be sufficiently broad in scope to meet the requirements of those governmental and military agencies which are concerned with planning the defence of Canada and the functioning of Canadian industry in time of war. It is considered, therefore, that it is of prime importance to obtain a clear definition of the requirements of these agencies in this regard. 2 Some of the more salient requirements are listed in Appendix "A" to this memorandum. The list is not exhaustive, but it is indicative of the very broad scope of the problem and will serve as a basis for further consideration. While the Joint Intelligence Committee and the Interdepartmental Committee on Vital Points have made studies on certain aspects of the problem, it appears that these studies should be reviewed in the light of possible atomic attack and included in the over-all study now proposed. Method of Procedure ^ 3 It is proposed that a panel of senior representatives of the departments concerned be assembled to:~ (a) Define the requirements for and the boundaries of the various studies which will be required. (b) Allot each study to the appropriate agency. (c) Direct the Individual studies falling within their respective responsibilities. It is envisaged that each member of the panel v/ill direct and supervise their particular studies on a "task force" basis under the over-all direction of the Chairman. The panel would be required to meet only as required to effect co-ordination. 4 In order to ensure adequate representation on the panel, it is suggested that a meeting of the CAS, Dr. Solandt Mr, Glazebrook and the undersigned be arranged at which the membership of the panel can be decided. It is essential, therefore, that effective liaison be maintained with the UK and the USA to ensure common standards and criteria. It v/ould be highly desirable in this regard for the Chairman to be granted Carte-blanche authority to approach the appropriate authorities of the three countries on any matters relating to the problem. Such a determination would have to include estimates regarding the relative importance of areas within these centers and v/ould have to include Industrial, Administrative, Population and Military targets, 2 The determination of priority of Importance of: (a) Each individual functional group, eg, electric power, &toel industry, administrative centers, etc. (b) Each essential point within It's functional group. 3 A study of the phyoical characteristics of the essential centers. Possibly such a study should include scale maps portraying a description of the target areas and overlays showing the various effects of atomic attack. k From 1, 2, and 3 above, a list of essential points in order of importance. A study of the destructive effects of atomic bombs, 5 6 For each essential point in the list mentioned above, a determination of: (a) The effect of its destruction, in quantitative terms where possible, upon its own industry or functional group. (b) The effect of the destruction of each point in general terms upon the v/ar potential of the country. In the case of centers of population and administration, consideration would have to bo given to the diversion of effort, materials and labour that will be necessary to provide temporary shelter, medical facilities, etc. for the population deprived of its habitation and services, (c) The time it will take to substitute adequate facilities, taking into account such factors as duration of radio-activity. (d) In general terms, the approximate time it will take for the removal of its contribution to be felt upon the Canadian war potential. 7 ^J^^^y uJ^tl An indication of the effect of the disruption of any combination or series of combinations of the essential points and a determination of those points whose simultaneous destruction v/ould be catastrophic. 8 A*1 assessment of the military capabilities and f intentions of the Soviet Union. !./"•..
