(1) flay *>n Cabinet Defence Committee has now agreed to the texts of the two letters to be sent out ov or your signature to the United States Secretary of State on the above question* Except for the introductory paragraph in the letter dealing with consultation between Governments, the texts of these letters are substantially the same as the texts which wore drafted informally by Mr. Glazebrook and Mr. Crean during the latter's visit to Washington. 2* I am also enclosing for your Information a copy of the Memorandum to Cabinet Defence Committee which went forward with the text of these letters. 3. I believe it would be desirable if these letters were presented personally by you to Mr. Dulles and In the course of doing so you may wish to explain further the background of the letters and make reference to th© fact that copies of the text in substantially the same form were discussed and left with Mr. Park Armstrong of the State Department and Mr. Amory of CIA. The question was also discussed with Mr. Horsey of the State Department.
