Dear Mr. Dulles, In the light ofrayrecent discussions in Washington I am writing to suggest that we should improve the communications facilities between our too organizations. I believe that rapid communications to deal with indications intelligence bearing on a possible attack on North America might well be vital in time of emergency and IP therefore, wish to propose on behalf of the Joint Intelligence Committee that a direct communications link suitable for all types of intelligence be established betwen our Joint Intelligence Staff (Indications Room) and whatever point in Washington you deem suitable for this purpose. I suggest that the existing link between NSA and CB NRC be used for this purpose. The CB terminal is now linked to our Joint Staff, and perhaps an equivalent link could be established between NSA and the point you select in Washington. • If this proposal is acceptable to you, I suggest we turn the problem (if any) over to the appropriate communicators on both sides to work out any additional technical arrangements which may be necessary to establish the link.
