In the light of sry recent discussions in
Washington I am siting to suggest that tro sehould
improve the communications facilities between our
two organigatlonsu I believe that rapid e©Essunlea~
felons to deal with indications intelligence hearing
on a possible attack on Horth America might well be
vital In time of emergency and X, therefore, wish to
propose on behalf of the Joint Intelligence Committee
that a direct eoaiaunlcatlone link suitable for all
types of intelligence be established between onr Joint
Intelligence Staff (Indications Room) and Whatever
point in Washington yen deem suitable for this purpose.
X suggest that the existing link between I?*S*A* and
C.B.K.R.C* be usod for this purpose* The C B * terminal
is now linked to our Joint Staff, and perhaps an equivalent link could be established between tf.S.A* and the
point you select in Washington*
If this proposal is acceptable to you, I
suggest we %\mx the problem (if any) over to the
appropriate communicators on both aides to isork out
any additional technical arrangements isrhich may b©
necessary to establish the link*
