Exchange of Indications Between.
USA, and Canada

When in Washington on the 6th of March M I had an informal
discussion v&amp;th General Samfordj the Director of Intelligence* 0SAF.
Among other subjects brought up for discussion was the Question of
exchange of indications between the Rational indications Center and
the Canadian Indications Room in the'tFIS.

. General Samford was not optimistic that early agreement would.
be reached to ©change indications* 'He based this judgement on the
fact that it was his experience that within the Watch Committee itself
there was considerable reticence on the part of agencies to table all
indications available. He stated that several agencies preferred to
place their own evaluation On indications before tabling them in
committee* In his opinion it was necessary to table all indications
regardless of source and that there should be a frank interchange.

this was not taking place in the Watch Committee. With this difficulty
at home General Samford could not sec how a/free exchange of indications
with Canada was possible. DAI gained the impression that General
Samford would be against the proposed exchange as further increasing
the reticence within the Watch Committee*

The point was made that the NIC might be swamped if all
possible indications were funnelled into it without adequate screening
by ths agencies providing. This did not seem to worry General Samford.
The inference, gained by DAI was that General Samford favoured very free
and frame discussion within the Watch Committee of any and all available
indications received by the agencies represented on the Watch Committee.

Just how this will affect Canada's- current negotiations
concerning the exchange of indications with the USA cannot be judged,
however, it would appear that there may be difficulties to a completely
free exchange. It is quite possible that General Samford may hatfe
given a preview of the line we may find the USA taking to refuse our
request*
