You will observe that Mr. Heeney has given the U.S. authorities a copy of the amended text of our general formula and has suggested that a meeting of oivil and military representatives, to pursue th© discussion of the continental alerts problem on the basis of our formula, might take place in January In Washington. 8. You will observe that Mr. Heeney has indicated that he will need some help at these talks and has suggested that the Chairman of the Joint Intelligence Committee anci a representative of General Foulkes might come down and help him out.
