You will find a number of paragraphs in that letter which refer to the intelligence problem related to "alerts". In order to give you a fuller background, I am enclosing a copy of a letter dated November 29» 195^ to Patrick Dean, together with a copy of a letter, dated January 3# 1955 from the Office of the Senior U*K* Air Liaison Officer in Ottawa. The latter Is a partial reply to my letter to Dean. The only reason that we did not accept Dean*s Invitation to attend the Joint Intelligence Committee when the question of "alerts" was discussed is that we were not given sufficient notice to brief adequately our J.I.C. representative in London. I believe my letter to Patrick Dean Is for the most part self explanatory but it might be useful to add one or two remarks. What we are really concerned about is whether we shall receive expeditiously "hot" items of intelligence, which might lead to an "alert", before we actually receive the "alert". Is to have any sensible function at all, it Is Important that we should have the opportunity of making an assessment of all information which might lead to an "alert" before the "alert" actually takes place.
