In December of 19^0 the IAC established it as the latch.Committee, composed of representatives.'of all the T.AG agencies,, Since its establishment hj the LAC in l?j?0P the watch Committee has collected * studied, and reported upon indications ofVcommunist intentions. Last Septembers General ClllemSp *rh© at that time was Chairman of the Watch Committees submitted to the IAC a plan for improvement of the watch effort* The IAC then established an ad hoc committee to study the problem^ and to draft new Terms of Reference for the Watch Committee„ c o o c o 0 O J& 000364 �Document disclosed under the Access to Information Act Document divulgue en vertu de la Loi sur I'acces a I'information - 2« The new Terms of Reference now are being put Into effect,, The greatest change they, will cause is the expansion of the present .^-person Watch Committee secretariat into a 20-person Indications Centre, to provide full support for the Watch Committee^ This Indications Centre will assist the Committee in developing and carrying out a world-wide plan for collecting indications information through established agencies; it iirill work: with the agencies to develop indications lntelligence needed by the Committee and to present It to the Committeej and it will oversee the dissemination of the Committee?s reports and conclusions^ The Indications Centre 'will be staffed by personnel from most of the participating agencies0 The Watch Committee reports to the IAGb The Committee consists of a representative from each agency. One of these representatives is designated as Chairman by the Director of Central Intelligence after consultation with the IAC, The Director of the Committee's Indications Centre is provided by CIA« The Centre Is organised Into an Indications Group (the Analysts) and a secretariat (the Administrative element)0 There are to be 12 people in the Indications Group and 7 in the Secretariate As its first job*, the Indications Centre, with a skeleton staff, has already begun to prepare a worldwide intelligence plan* Among the more important aspects of this plan are the closer coordination with the watch Committee here of existing overseas watch Committees (in the European Command, AustrlaJ and the Far East); the possible establishment of similar committees in other overseas areas; coordination with US Embassies in countries adjacent to aad In the soviet blae; and the drafting of BEX'a whicht it is hoped, all agencies can accept,, After such a plan has been prepared in draft, the X&G has directed that a series of conferences be held with representatives of key overseas commands an.d civilian installations., At these meetings the plan will be presented to the overseas representatives, and they will be asked for suggested improvementsc 000365 �Document disclosed under the Access to Information Act Document divulgue en vertu de la Loisur I'acces a I'information The Indication Centre will be.located in a secure area in the Pentagons In addition to the necessary office and administrative installations, the Centre will contain an Indications Rp6m<, i?his room will be th© normal meeting place for the Watch Committee, and will odntain the necessary maps; and charts for the GoiiMitteee It will also eontaih any other graphic aids the Centre may develop to help evaluate indications of Communist hostile intentions <.
