MEMORANDUM ON VISIT TO THE INTELLIGENCE DIVISION
STATE DEPARTMENT

I saw Park Armstrong, who was very busy with
the impending death of Stalin, so we had only a short
conversation.

I took, however, the opportunity of

Organization.

He was particularly puzzlfed as to how I

could be in a position to take part in the estimates
without having a staff to prepare for them.

have, of course, over 500 people in the Division).

I

think he was still mystified, but at least .understood
how we performed.

He raised no other questions.
