Thus, It Is CARR who was responsible for obtaining C anadian passports for Soviet agents and as reoently as August 14th (Xx. 38) ha was being pressed to obtain new papers for a nan m asquerading under the nam e of Zgnaoy W XTCHAK, who was then In Los Angeles w ith an expired C anadian passport. CARR claim ed that he could bribe one of the em ployees In the Passport D epartm ent but that this w ould cost #5,000.00. M osoow balked et this figure but w ere w illing to spend #3,000.00 to aooom pllsh their purpose (XX. 35-3). W ITCHAX's passport and four photographs of him self and bis w ife handed to Sam CARR on August 1 (Xx. 35-1) and the follow ing e was deolded upontA O riginal application form of the real W XTCHAK, together w ith his photograph w ould be rem oved from the fi l e In the Passport O ffloe and replaoed by another application fora, dated 1937 signed by the false W XTCHAK, duly aooom panled by his photograph and that of bis w ife.
