,
.You have'read about, the tw o C anadian lads
caught- by the C om m unists on the w rong side of the
D em arcation Line on M arch 17°. The m ilitary accounts .
Ihave seen contained som e technical language, and as
you have an interest i
n the subject, I should ensure
that you know the cause of the.trouble as explained
to m e by our soldiers here*, •
' '
O ur boys are not supposed to go N orth of the
a.
D em arcation line but they:are supposed to see as m uch
as they can and naturally they tend to go as far N orth
as they are allow ed to, i
n fact to w alk along the Line
i
tsel
f.. Parts of the Line pass over a m ine fi
el
d and
w hen the surveyors w ere m arking i
t
, the m ines had to
be cleared i
n front of them . The m ine sw eepers w hile
in-general follow ing the Line actually w eaved a good
deal from side to side, som etim es as m uch, Igather,_
as a hundred yards each w ay, betw een the points w here:
stakes w ere to be driven.

t prefers to follow the sinuosities of the
cleared path,- and'm y inform ants say that both sides' have
custom arily done this w ith im punity. This w as w hat our
tw o boys w ere' doing and at a point (I think i
tw as-70yards) N orth of the Line the C om m unists chose to enforce
the l

M y inform ant says the actual D em arcation Line
is now to be cleared, of m ines.

. O nce granting the arrest, the C om m unists seem
to have behaved w ell and. the boys w ere soon hom e, w ith
their pictures i

w hich also behaved sensibly - they m ake good reading.

2 ojM tafficers seem not to take the incident seriously. N either
t^^*“nor the preceding incident (the only other one. so far as
I'
r -pw ,' on our front) seem to give m uch cause for w orry.
7o

This i
s relevant to your inquiry i
n telegram 10^ of
April.1 about the advisability of am ending the police rules. I
don't see how either of these incidents w ould have differed i
f
there had been neutrals on the JO T or a neutral JO T. I
f there
had been neutral patrols, the f
i
rst lad w ould have been caught;
the second incident w ould perhaps not have occurred, as the
neutrals w ould probably have stopped the w eaving practice very
early i
n the gam e - the f
i
rst offenders'm ight or m ight not have
been l
et off w ith a w arning. I don't see, how ever, why-: neutrals
should be less l
egal
i
sti
c than non-neutrals..
8.
As far as Iknow we have nothing to com plain of in
either incident, I
f your inform ation is otherw ise, I'
d be glad
to be inform ed.
To be sure, I have not seen their ow n report of their
9°
adventures. The Korean R epublic of M arch 23 says that the
C anadians said they expected to be shot but w ere i
n fact m erely
questioned (in English) on C anadian ""m ovies, l
i
f
e at hom e, and
books"11. They w ere held together i
n a bunker, but not perm itted
to speak to one another.
