papers relating to the establishment of specified
procedures to be followed in clearing S.A.C. flights

The first is a covering note prepared by

General Foulkes, of which the first sentence is a little
misleading in that the only document labelled Appendix
"A” is the draft Order-in-Council while General Foulkes
has applied the term as well to the draft submission to
Council. Both of these draft documents are to be amended
somewhat in the light of the discussion in the Prime
Minister’.s office mentioned in our telegram No. 29 of
April 1.
The next document, entitled Schedule A, is the
latest table of procedures to be followed in the clearance
of normal U.S.A.F. and R.C.A.F. flights. We Understand
that further minor amendments to this table may be suggested, subject to secretarial clearance by the P.J.B.D.

The next document, entitled Schedule B, is

that of which the text was transmitted to you in our telegram Wiser No. 30 of April 1. It is the table of procedures
to be applied as between the two countries in.the clearance of S.A.C. special flights.

The final document, which was sent to you in i
somewhat garbled form in our telegram Wiser No. 30 of
April 1, is the proposed table of procedures to be followed
within the Canadian Government service in connection with
S.A.C. special flight clearances.

At the present time we cannot be certain that
any one of these documents is in final form. For example,
Mr. Claxton has suggested-that the schedulermight be
amended slightly in such a way as to make it clear that
the provision of Schedule A, Part I, Section 1, subsections (a) to (g) should apply to all types of flights
listed in Schedule B. Agreement has been reached, however,
among the Ministers concerned upon the substance of
Schedule B and of the corresponding documents outlining
domestic procedures.
